But it would seem that photographs / paintings / drawings of public works are restricted to works of artistic craftsmanship and architecture, which is more or less what our section says.

The concluding paragraph is more about the primary photograph restriction, I think. We could probably add the statement that inclusion of artistic works in films is OK, but otherwise it seems accurate to me. It needs rewritten, once we are sure we know what the law is actually trying to 'mean'.
